I reread the docs and it seems maxdumpsize controls what the planner
does not the dumper.  That means if the estimate is smaller than actual
size of the dump you can run out of tape (as I have), and it may not be
an error as such.  So the -1 might be working.  I've had this problem
of small estimates so it's not clearly wrong to use -1 in my case.
